Horseracing Integrity and Safety Authority
Established when the Horseracing Integrity and Safety Act was signed into federal law in 2020, the Horseracing Integrity and Safety Authority is responsible for drafting and enforcing uniform safety and integrity rules in thoroughbred racing in the U.S. Overseen by the Federal Trade Commission (FTC), HISA was created to implement, for the first time, a national, uniform set of rules applicable to every thoroughbred racing participant and racetrack facility.

Federal Trade Commission (FTC)
A group of horse racing advocates, supporters, and industry members advocating that every Thoroughbred race be run on a safe and level playing field, with fair competition for the horses, jockeys, trainers and owners that compete, as well as the fans who wager on the sport.

Coalition for Horse Racing Integrity
A group of horse racing advocates, supporters, and industry members advocating that every Thoroughbred race be run on a safe and level playing field, with fair competition for the horses, jockeys, trainers and owners that compete, as well as the fans who wager on the sport.

The Jockey Club
This national group exists “not only to encourage the development of the Thoroughbred horse, but to establish racing on such a footing that it may command the interests as well as the confidence and favorable opinion of the public.”

The Breeders’ Cup
Breeders’ Cup Limited administers the Breeders’ Cup World Championships, Thoroughbred horse racing’s year-end Championships, as well as the Breeders’ Cup Challenge qualifying series, which provides automatic starting positions into the Championships races. The Breeders’ Cup is also a founding member of the Thoroughbred Safety Coalition, an organization composed of industry leaders committed to advancing safety measures in Thoroughbred racing and improving the well-being of equine and human athletes.

Water Hay Oats Alliance
WHOA is a grassroots movement of like-minded individuals who support the passage of federal legislation to prohibit the use of performance-enhancing drugs in the sport of horse racing. The appointment of an independent anti-doping program run by the U.S. Anti-Doping Agency (USADA) will resolve the problem of widespread drug use in American racing and put U.S. racing jurisdictions in step with international standards.

New York Racing Association
Founded in 1955 and franchised to run thoroughbred racing at New York's three major tracks (Aqueduct Racetrack, Belmont Park, and Saratoga Race Course) through 2033, the mission of the group is to “meeting the highest standards in thoroughbred racing and equine safety." Primarily known for overseeing the Belmont Stakes.
